                                                              SCOPE OF OPERATIONS

 

1. (Direct Care Operations)

A. Resident Care & Daily Living Support

  • Assist residents with Activities of Daily Living (ADLs): bathing, dressing, grooming, toileting, mobility, and feeding.

  • Ensure dignity, privacy, and respect always.

  • Monitor residents for changes in physical, mental, or emotional condition and report immediately.

  • Support residents with medication reminders (no administering unless licensed and authorized).

  • Maintain a safe, calm, and clean-living environment.

B. Health Monitoring & Safety

  • Observe and document vital signs if required by care plan.

  • Watch for fall risks, skin breakdown, dehydration, or behavioral changes.

  • Always follow infection control procedures.

  • Respond promptly to emergencies and follow emergency protocols.

  • Ensure residents attend scheduled medical appointments as required.

C. Nutrition & Hydration

  • Assist with meal preparation and feeding as needed.

  • Ensure meals meet dietary needs and physician recommendations.

  • Monitor food intake and hydration levels.

  • Maintain food safety and sanitation standards.

D. Resident Engagement & Well-Being

  • Encourage social interaction and participation in daily activities.

  • Support emotional and mental well-being.

  • Respect cultural, religious, and personal preferences.

  • Prevent isolation and neglect.

 

2. Caregiver Responsibilities (Shift-Based)

  • Report on duty on time and properly dressed.

  • Review resident care plans at the start of each shift.

  • Document care provided accurately and timely.

  • Never leave residents unattended.

  • Maintain professional boundaries, no abuse, neglect, or exploitation.

  • Report incidents, injuries, or concerns immediately to management.

3. Administrative & Operational Duties

A. Facility Management & Compliance

  • Ensure compliance with Texas HHS Assisted Living Facility regulations.

  • Maintain current licenses, inspections, and approvals (Fire Marshal, Health Dept).

  • Develop, review, and enforce facility policies and procedures.

  • Prepare for inspections and audits—no excuses.

B. Resident Admission & Records

  • Conduct resident intake assessments and eligibility reviews.

  • Maintain complete and confidential resident files.

  • Ensure signed admission agreements and care plans are on file.

  • Review and update care plans regularly.

C. Staffing & Human Resources

  • Recruit, train, and supervise caregivers and support staff.

  • Ensure staff meet background check and training requirements.

  • Always keep staffing ratios sufficient.

  • Conduct staff evaluations and discipline when necessary.

D. Financial & Office Operations

  • Manage billing, payments, and resident accounts.

  • Track operating expenses and budgets.

  • Maintain contracts, insurance policies, and vendor agreements.

  • Keep accurate administrative and financial records.

E. Facility Maintenance & Housekeeping

  • Ensure the building is clean, safe, and hazard-free.

  • Schedule regular maintenance and repairs.

  • Maintain fire safety equipment, emergency exits, and alarms.

  • Ensure laundry, sanitation, and waste disposal are properly handled.

4. Emergency & Risk Management Duties

  • Develop and enforce emergency preparedness plans.

  • Train staff on fire, medical, evacuation, and disaster procedures.

  • Maintain incident and accident reports.

  • Coordinate with emergency responders when required.

  • Review incidents and implement corrective actions.

  • 5. Leadership & Oversight (Administrator/Manager)

  • Provide overall leadership and accountability.

  • Ensure residents receive quality, compliant care—no shortcuts.

  • Act as liaison between families, staff, regulators, and healthcare providers.

  • Enforce zero tolerance for abuse, neglect, or noncompliance.

  • Continuously improve care quality and operations.
